Follow-up Comment #4, bug #19229 (project mypaint):
More importantly which wintab32.dll version you have? An improper driver
reinstallation/upgrade/downgrade could leave this file intact.
GTK only interfacing to this file and seems favor older version (in my
experience). If you sure have the same model to someone else who have
pressure. Ask its wintab32.dll version
On win 64bit with mypaint 64bit, ensure that wintab32.dll under
windowssystem32 is also an 64bit DLL (use Dependency Walker to verify this).
With 32bit Mypaint, wintab32.dll is located in WindowsSysWOW64 and must be
32bit DLL.
