Details:

In general, while the current 'cursor' choice is good for complex rolling
shapes, the old 'view' based rotation is much more reliable for working on arc
or circle based patterns. (of course, a 'current rotation centre' feedback in
the form of a crosshair would also help.)

I also encountered a strange tile bug while testing related to this: I drew
continuously while tapping the rotate key, and at one point near the end, a
tile became persistently blank, immune to all my painting efforts. I can
attach the file if you want, though I found that after reloading it I could
then paint over the mysterious blank tile. So I'm guessing that it's something
related to losing track of a tile reference.
