Follow-up Comment #1:
I think this was discussed before, with the conclusion that the rotation
center should better be the canvas center by default.
And so it is, when you rotate with Shift-MMB or with Shift-Space. Seems like a
bug that it works different with Ctrl-Arrow.

About the other bug, please fill a separate report for this (with exact steps
how to reproduce, if possible). Tile management screw-up may be a pretty
serious issue.
There are at least 5 different keyboard and button combinations that can be
used to rotate the canvas by default - please mention exactly what you did
next time :-)
