Yes, it looks like you describe the behavior I mean correctly. It is not much
of an issue as long as you have few layers or a large layer window. But if the
layer list window is kept small (e.g. in order to let the brush list below be
bigger), then the auto-scrolling back to the active layer becomes very
annoying very fast, notably because you cannot conveniently scroll down the
list and selectively activate/deactivate each layer in turn.
