Okay, it's not a grab issue; wish I'd known about the layers list being part
of this beforehand.
Reproduced, thanks for the clear procedure for triggering it. Looks like a
fault with the layers list buttons taking focus when they shouldn't, or the
input being passed on when it shouldn't. File this with bug #20326 :) I'll
look for a better fix, since I'm fairly certain this didn't always happen!
You can work around this for now by creating new layers with either the menu
or Ctrl+Page Up, or folding up the layers list.
