If it was a problem with mysql permissions you would get an access denied for user@host using password(YES/NO) error. Since the error is cannot connect through socket, either the socket is not in the specified directory or you do not have permission to it or mysqld is not running.

You might also need to add hostname. It depends on what GRANT sql statement was used to add the user id. Something like mysql -u userid -p -h hostname dbasename should work.
