I confirmed that without -proposed enabled, the hdhomerun app does not show up in the Software app in Ubuntu (Unity) 16.04 or 16.10. After enabling -proposed, the hdhomerun app does show in 16.04. I was then able to install it in the Software app and run it from Unity successfully. I don't have the appropriate hardware to test whether the app works any more than that though.
