this is a resubmit of an older patch I did over a
month ago against current cvs.
its been working great for me. even my xbox can play stuff at 1.4+
what it does is to drop frames so that the
presented frame rate to xv (or whatever) is the same as the
original frame rate.
let me know if something is wrong as I got no
feedback for the first post (probably just fell through the
cracks).
