I can't even tell what tosec is from that page, other than what it
stands for as an acronym.
It's just a set of datasets to identity ROMs and disk images. It has
datasets for pretty much every system you have every heard of, and
probably a few you haven't.
The interesting thing about it is that you can get publisher, developer,
year of release, etc. information by looking at the game file itself (by
size, crc)
