Maybe I can help. I think he means PDC (programme delivery control)
system as defined in ETSI EN 300 231 (which can be received in Germany, too)
Isn't that for analog tv ? Or at least Teletext which AFAIK isn't
transmitted over DVB in the UK.
I think it might be possible to encapsulate PDC within the DVB SI, but I
can't remember offhand. There's also a specification for the 'Running
Status Table', which is the DVB equivalent to PDC, but this wasn't
broadcast last time it was mentioned...
