I have the same problem after a recent Developer Tools upgrade...
Seems distcc is broken. I just disabled it in configure.
Blinkey:~ geoff$ distcc cc
distcc[21596] (dcc_spawn_child) ERROR: attempt to use unknown compiler
aborted: cc
Blinkey:~ geoff$ distcc g++
distcc[21597] (dcc_spawn_child) ERROR: attempt to use unknown compiler

How annoying. Does Apple have a fixed update yet?
10.3.9 is just fine:
% distcc sfdfgsa
distcc[4583] ERROR: failed to exec sfdfgsa: No such file or directory
% distcc perl
%
