They all seem to have TV Out, so I am not sure which ones are adequate for

Can I go with the cheapest $89 one (MSI FX5200 128meg DDR with TV & DVI

Or are other ones recommended?
This is hard to answer.
On one hand, don't go with anything over the 5200, as they have fans
on them, more heat, more noise.
However, if you are going to drive an HDTV with DVI, I and others have
had no end of problems with many levels of card, so no firm answer yet.
In fact, you are probably fine with a geforce4, which can be had for
about $30 in online shops. No fan. However, there are reports of
problems with the 6629 driver on "older" cards. I don't know if gf4 counts
as an older card or not. I use the 6111 driver in any event.
I haven't tried it, but I see no reason why you couldn't use even a geforce2
if you wanted to for regular myth tv out. Even those have xvmc whenever
that becomes stable in myth. (Though they don't have some fancy xvmc features
found only in the fx models or geforce4 mx models.)

Speaking as one who has dealt with his share of nvidia problems, the mx
4000 (no fan, pretty cheep right now) works fine with the newer kernels
only if you use a hacked driver. You can get more info from my previous
post on the subject, including the website for the driver. I've heard
that other "older" nvidia cards have the same issue with the newer
driver (ie, pre 5200). If you can find a 5200 without a fan, that would
be my recommendation as a starting point. If noise is no issue, go with
your budget...
