Exactly what should be read from the stream that says "this is already 
deinterlaced" (or "this is progressive scan" if you like)?

I think I should be able to make a program that changes that flag in all the 
existing files, this is probably somewhere in the header (it's not like 
interlaced or not can change every frame).
