I don't have a PVR-250, so I have nothing else to compare it to.  It
records pretty good video for my needs.  It often is as good as my
plain cable feed.  I record at 480x480 with a bitrate around 4000. 
Certain channels are better than others.  You may be right about the
tuner, but its never bad enough to bother me or impede enjoyment of a
recording.  Right now I'm on ivtv-0.2.0-rc3c, which is so far the best
ivtv yet.  Here's my modules.conf

### modules-update: start processing /etc/modules.d/ivtv
alias char-major-81 videodev
alias char-major-81-0 ivtv
alias char-major-61 lirc_i2c
options ivtv ivtv-debug=0 tuner=2
options msp3400 once=1 simple=1 debug=0
add below ivtv msp3400 saa7115 tuner saa7127
add above ivtv lirc_dev lirc_i2c

Kernel is 2.6.9-gentoo-r13 
TV is a cheap 19 inch.  Video output is RCA from my GF4 MX440
