I'm going to suggest you enumerate your entire setup in minute detail including details of your distribution, motherboard, and add in cards in your system. I'd also suggest possibly adding the output of 'lspci -vv' somewhere. How do you have the board connected? You say you get static. It sounds to me like the tuner is doing _something_. Is your tv standard correct? Does a tv hooked up there work? Have you tried using the composite input from a vcr perhaps? (If it has one.)
Basically if you don't know what the problem is just start guessing and trying things. Quite often thats the quickest way of solving complex computer problems since sometimes their are only a finite number of ways to do something and in the process of trying things, you may learn something to take a better guess.
