Can you describe a little more for me about what you've tried.  

1)  Does LIRC work at all for anything?  If you open /usr/bin/irw 
does it actually open and recognize your signals from your remote?
2) I am one of the authors of lircsetup.com, and am most comfortable
using that method.  Just a heads up so you know where I might be
steering you.  Can you attach the following files for me:

/etc/lircd.conf
/etc/modprobe.conf
/etc/rc.d/rc.local
your channel changing script

3) Which version of LIRC are you using? (you can find out by typing
"rpm -qa lirc" minus the quotes in a command prompt.

4)  Have you tried both COM1 and COM2 for your IR blaster?
