Put this in a place where it will be run each time you log in:
nvidia-settings --load-config-only &
I think it does load the setting automatically without that option. It's just that switching to a different mode (like a text console) and back again seems to lose the overscan settings. Exiting X and starting it back up again fixes it. Just a slight inconvenience.
