Do you have twinview enabled? Or are you trying to troubleshoot the VGA not working with the S-video disconnected. I may be wrong but I think any TV can handle a 640x480 modeline so I would try one of those and disconnect the s-video, check xorg.conf and make sure that Option "TVOutFormat" "SVIDEO" is either commentd out or removed.
