Yes. Use the mpeg2->mpeg2 option in nuvexport. You'll need avidemux2
installed. Lots more info about this on the list archive.

Yes, and be aware that (unless things have changed from the last time I looked at it), it can produce broken MPEG2 files depending on your source material. Avidemux can't handle changes in the A/V sync produced by hauppauge cards when the source glitches. It's particularly apparent with tape-captures.
