I can't comment on your setup but I'm controlling a 3200 (also rogers) with one of these:

and it works great. Only problem is telling if the 3200 is on or off, sometimes I send an unnecessary poweron code and it ends up turning the box off. Anyway, the myblaster itself works well.

I'm using this on my Scientific Atlanta 3100 and having good results also. Does anybody know if I can use the litte port marked "IR" on the back or the USB port on the front to control it?

I have the same box... IR port on the back is an output to drive a transmitter to control your VCR. The USB port on the front is suitable for a USB keyboard, but from what I understand it is pretty much useless as a control device via your PC. You would need a device to go between tour PC's USB and the cable input to translate as they are both USB controllers and neither is a device (my terminology may be incorrect, but you hopefully get the idea). I use an IR emitter off my serial port, that works fine.
