Thanks for the explanation, I think I have a false alarm, mostly.  Each of the directories does have an start "S..." symlink.  I have both of these in each of the directories (2 through 5):

lrwxrwxrwx  1 root 15 Dec 16 17:23 S90lircd -> ../init.d/lircd
lrwxrwxrwx  1 root 14 Dec 11 18:37 K71lirc -> ../init.d/lirc

Maybe that explains why it fails to stop the service during a reboot?  Anyhow, to answer your first question:

# /sbin/service lircd status
lircd dead but subsys locked

And, yup, the resource lock file is there.  The creation date matches my last reboot:

ls -color /var/lock/subsys/lircd
-rw-r--r--  1 root 0 Dec 17 23:07 /var/lock/subsys/lircd
