Summary: RTToleranceComponent fails if RTFormatterType.NumberInMin

Initial Comment:
If the preference for RT formats is minutes and the RTFormatterComponent 
doesn't behave properly.  

Try:

1. Set the RT value format preference to minutes
2 Run the Duplicate Peak Filter method with an RT Tolerance of 1 (relative %)
3. Re-run the method an note that the RT Tolerance is now 0.016666

I think the problem is that in setValue the tolerance should only be divided by 
60 if the tolerance is absolute.
