In my opinion, base peak is more accurate than TIC, because it shows the true 
intensity of the ions that you see in the plot.
TIC is a sum of multiple signals, therefore the intensity values can be 
misleading.
TIC is useful in certain cases, e.g. when you're checking for sudden drops in 
signal intensity (ionization problems).
