So Frank if I understand you correctly, you can read/write sectors to your 3.5” 
floppy using the ZFDCDIAG (z80) program but you cannot do so from the 8086 
monitor program using the “X” menu.

Before I look into it is this correct.  What disk format are you using for the 
floppy. How was it formatted.   Have you tried formatting a disk on a PC and 
using that one.  If you write a few text files on a clean disk with your PC can 
you read them correctly with ZFDCDIAG.
