Thank you for the recommendations.  I have opened up a complaint and am waiting 
for the seller to respond.  I'll update everyone once I hear back.  For 
reference, the seller is smallpartsbigdifference.  18,015 feedback of 99.7% so 
hopefully he will make good.

I will have an opportunity to power these up on a breadboard in a couple of 
hours, so I'll see just how bad they are.
