Public bug reported:
If cs:nagios-42 is deployed (bionic) with enable_livestatus=True, the
charm immediately fails due to no livestatus socket. If you then retry
the config-changed hook, the hook is successful.
This should be picked up in functests, seems to be a race between
livestatus package installation, enabling in Nagios config, and the part
of the charm that fixes the permissions on the livestatus socket.
