Dull is typically only one off a few things; under cured, over cured (more than 3 minutes, it starts to dull - but this is rare), bulbs need changed, wipe tacky off with acetone or a product containing acetone. I do gel polish first and then soak nails, do exfoliates and lotions. Nothing should be dulling them. Were they super shiny before you put the lotion on or did you not notice? (sometimes if your pedi room isn't really lit bright its hard to tell if you aren't looking for it). If everyone else's feet have been turning out fine, and its just this one set, you probably used acetone on accident when you went to wipe the dispersion layer, I've done it before, its a pain! If they were shiny when you left its gotta be something on her end.
