I am not sure but if memory serves me correctly, the gel would come right off if you are wiping and curing after each step. Is the lifting happening from off the nails or is it peeling? That is what will happen by wiping the dispersion off each layer. If the product is lifting from the nail, it is your prep. The bottom layer will not lift. I think the dispersion layer is there to grab the next layer and keep it down where it belongs. Try using NAS99 before you apply your primer, (after removing the shine and brushing off the dust)....and then after you finish applying the gel completely.
