Diana, Do not wipe after base coat, or before top coat. I believe they are taking a Dry Brush and going over the surface of the polished cured nail to lesson the amount of residue, not remove it. This is suppose to reduce shrinkage.
I would not use nail polish over the SOG. The top coat is made to protect and seal all your layers together. Something a general top coat will not do as well.
