I do wipe the tacky layer off before putting on the colored SOG. It really does prevent shrinkage and you don't need to buff, however, if you have any imperfections in the base due to fuzzies or dust, you can buff them out.
I then, do not remove the tacky layer until the very end. I only top with a SO clear or SO top coat and I apply over a tacky nail.
