Are you removing the shine from the color pops before you apply the gel?
I have had issues with the gel and the color pops until I started removing
the shine from the color pops. 
Like they say, 'shine doesn't stick to shine'

Ya know guys after reading all of your advise , Maybe it is the color 
pops and LE display clear tips that are not curing.  The opi tip 
displays are not clear.  Maybe that is it.
And never thought of using Finish on the tips, great idea 
Simmy.  Just trying to get the cost of the display down.  thanks for 
all of your help, and will try to do the underneath thingy.  thanks
