Yes. It is still a "coat". On clients recovering from nail damage, I suggest careful preparation. Definitely dehydrate with the finishing wipe. For them I do apply a thin coat of primer to get them the longest possible wear time. I always do an extra coat on damaged nails (base coat). It's the smartest time wise. The cure time for each is only 30 seconds. The first coat is to replace the missing layers. The rest is your normal base, two colors and topcoat. You need a good foundation to build a house. The same for nails.
On some really damaged nails, you are less likely to get the full two weeks. It just depends on how damaged and thin their nails are. But rest assured, weekly or 10 day appointments will have that damage all grown out before you realize it. Good Luck!! Kind Regards, Elaine T.
