I can't speak for other companies, but with Shellac each color is created chemically independent of the others. This means all 12 colors must be produced and tested as individual products. It is not a matter of testing one product and then dumping pigment in several batches of it. Each color has to be produced on its own with differing levels of photo initiators, etc. That would be my guess as to the small numbers of colors released at a time. Hope it helps!
