I remove the tacky layer, and lightly buff, apply stripers or paint then SOG 
topcoat.  Works like a charm.  The buffing is not necessary with most SOG but I 
like it because it gives a very even surface and an nicer end result.

like to use my strippers and outline the french, then put gel topcoat over it. 
I am thinking the stripper would slide on the tacky layer.
