well I would take a guess that the government agencies use an outside
source. There are companies out there that only have customers that
are government accounts. Gov. collects fees for EVERYTHING. So it is
easier to contract with an outside source. So the percentage goes to
this credit card company not the state/city/county.
So the difference between them and us, we have the machine and goes
to our bank account.

I received 2 separate postcard notices that I can renew online when
it is time or I can send back part of the notice to get paper forms to renew.
