Depends on the primer or base coat, doubling up on them will be counter 
productive. 

Sometimes if the natural nail was filed too thin products won't stick to it 
either. 

Another option is that maybe her body rejects the chemicals. 
I once had a client that nothing stuck to her nails. We tried everything to no 
avail. She just comes for natural nail manicures. 
Sometimes that is all you can do.
