Mike, I help run KRYZ LPFM, we run two simultaneous streams with buffering from two locations/providers to prevent these issues. StereoTool is what we use to create and send the encoded data streams. Even then we can/do have upstream provider issues, so our second stream runs 'fill in' music that is hosted on a local hard drive. Most transmitters have this capability built in too, its better than dead air and we get notifications and fix things if we can or hassle our upstream.
