I help run KRYZ LPFM, we run two simultaneous streams with buffering from
two locations/providers to prevent these issues.
StereoTool is what we use to create and send the encoded data streams.
Even then we can/do have upstream provider issues, so our second stream
runs 'fill in' music that is hosted on a local hard drive. Most
transmitters have this capability built in too, its better than dead air
and we get notifications and fix things if we can or hassle our upstream.

Having outages is life, preventing people noticing them is our job!
