The changelog is in the nightly drops (they aren't actually builds, but could be... with a little more work.) The nightly drop just does a cvs checkout to a zip file. It doesn't compile or do anything else. The changelog.html can be found in the doc directory. It was last updated 3/8.
The distributions also contain the contents of the doc directory, plus the userdocs.
