Has not been worked on as far as I know, I haven't had the time to verify, but obviously you are in the same boat as I am.
 
All a standard .NET license file is a text string that is compiled into a resource and linked into the main assembly. This shouldn't require construction of the object.
 
I don't believe that build time equates to design time, so there is no reason to create with a design time context.
 
I don't have the skill yet to create a nant unit test task for this bug in a sensible time frame ( I tried ), so I am creating a patch offering my +1 to having it integrated.
 
NAnt is not 1.0 yet, right? If there are no negative votes, this should go in. More likely to get feedback if it breaks, right?
