Caused by NAT---if the intermediate NA(P)T-Gateway does not explicitly support a "new" transport protocol, corresponding packets cannot be forwarded. Try using SCTP with your home NAT today and report the results.

Can you tell us what network gear passes SCTP without NAT but drops it when
NAT is enabled, or is this a rhetorical argument?
