I agree. To be clear, the NAT66 draft does *not* do this.

There is of course a very real possibility of regions of IPv6
address space which are not mutually reachable, due to firewalls
or even more aggressive forms of walled garden. But that doesn't
make them realms in the RSIP sense (if you don't know about
RSIP, see RFC 3102...3105).
