U.S., Navajo Justices Meet

WINDOW ROCK, Ariz. � U.S. Supreme Court Justices Sandra Day O'Connor and Stephen Breyer are visiting the Navajo Nation for 24 hours this week to take a look at the tribal justice system.
The two justices also have visited the Spokane Indian Reservation at Wellpinit, Wash., where they praised a tribal court's holistic approach to helping juvenile drug offenders.
"The purpose of their visit is to (provide) a broad view of justice in Indian country, Navajo sovereignty and the works and needs of the court," the Navajo judicial branch said in a statement about the justices' trip.
They were welcomed at the Gallup Airport on Thursday afternoon by Navajo President Kelsey A. Begaye and tribal Chief Justice Robert Yazzie after their jet was rerouted from Window Rock because of incompatibility with the runway. Most of their visit was to take place behind closed doors with various tribal justice officials.
They were to meet in private with the tribe's chief justice and associate justices, attorney general and Navajo district court judges and hear a presentation on the tribe's dispute-resolution practices.
Today's agenda will begin with a private breakfast with Begaye, Yazzie and Navajo Nation Council Speaker Edward T. Begay. They will then observe a case that will apply both traditional Navajo and Western law before the Window Rock District Court.
They will also address the 88 Navajo Council delegates at the start of the council's regular five-day summer session.
The two justices will leave at 12:30 p.m. today after lunch with Navajo dignitaries.
