Subject: Livestock impoundments begun

Yesterday (February 22), while Rena Babbitt Lane was attending a community
meeting to discuss the possibility of a negotiated settlement with the BIA
about
livestock impoundments, the BIA confiscated her horse.

The meeting was being held to consider the BIA's offer to hear the Dineh
community response to the idea of a negotiated settlement. It is another
demonstration of the level of the BIA's credibility while they talk about
their
interest in community participation and involvement.
