The deployment was marred by minor incidents, including clashes between Zapatistas and soldiers in Quintana Roo on the Yucatan Peninsula, according to press reports. In Veracruz, delegates found that their office phone lines had been cut, and a heavy military presence was reported in some villages. The nonbinding, unofficial referendum calls for recognition for Indian rights and the withdrawal of government troops from the southeastern state of Chiapas.
