Just days before Zapatista rebels hold a nationwide plebiscite on Indian rights, Mr. Zedillo toured Chiapas to list Government gains in providing health care, education, land and housing to residents of the state. "We aim to fix the underdevelopment and neglect of Chiapas, which has gone on for many decades, even centuries," Mr. Zedillo told a crowd of mostly Indian women, some nursing babies, as he opened a health clinic in the village of Las Margaritas.
