DAVIS ONE STEP CLOSER TO PACTS WITH CALIFORNIA TRIBES
Norris Knows Negotiations Process

Reliable sources both in Sacramento and in southern California Indian 
Country have confirmed that today, March 25, Gov. Gray Davis will 
announce the appointment of William Norris to be his lead man in compact 
discussions with tribes seeking gaming compacts. Gov. Davis, at a lunch 
yesterday with members of the Sacramento press corps, said that today he 
would publicly announce that he has named a 71 year-old former jurist to 
head up his negotiation team in order to create compacts with this 
state's gaming tribes.  Gov. Davis, in remarking about how historic this 
next phase of activity would be, predicted that he would have compacts 
negotiated and wrapped-up in no longer than 90 days. William "Bill" 
Norris, 71, is a former 9th Circuit appellate court justice, having been 
appointed to the bench by President Jimmy Carter.  Norris, a moderate 
democrat, is said to also have a reputation for being "pro-business."
