to Anne McLellan which I have OCRed and edited as below.  I have removed a
few references which Chris had attached to his Fax.  I am sure Mc Lellan
will have them by now!

Dear Madame Minister:

     I am writing to seek your support and intervention of behalf on Mr.
Leonard Peltier who has been incarcerated at Leavenworth Penitentiary since
1976. Mr. Peltier was extradited from Canada in 1976 on the basis of a
United States affidavit that was later found to be fraudulent.

    On the basis of a 1995 review and assessment of Mr. Peltier�s file
sanctioned by then Minister of Justice Alan Rock and completed by Mr.
Warren Allmand, current President of the International Centre for Human
Rights and Democratic Development and Minister of Indian Affairs at the
time of Mr. Peltier's incarceration, it was concluded that with the
exception of the fraudulent affidavit, there was no other evidence to
support extradition. Despite the evidence and the efforts of many
interested parties over the past number of years, Mr. Peltier remains
incarcerated in the United States rather than being transferred back to
Canada, as justice would dictate. Furthermore, Mr. Peltier is being denied
medical treatment and, as a result, remains in constant pain, unable to
chew his food.

    Madame Minister, this letter is being written at this time because you
have recently been presented with an opportunity to exercise the necessary
leverage to secure justice for Mr. Peltier. That leverage comes in the form
of a request by US authorities for the extradition of two US fugitives,
Alif Rafay and Glen Burns. The case of Mr. Rafay and Mr. Burns has been
heard by the Supreme Court of Canada which is considering whether to
release Mr. Rafay and Mr. Burns to US authorities on the basis that
assurances be obtained that the death penalty will not be sought against
them. It is my proposal that, provided the Supreme Court of Canada rules in
favour of a release of Mr. Burns and Mr. Rafay, the release be made
conditional on the return to Canada of Mr. Peltier.

     Madame Minister I sincerely hope that you will find the courage to
take this position on behalf of Mr, Peltier and on behalf of the Native
People in Canada and the United States.
