The President of the state Congress, Jose Antonio Aguilar Bodegas, said
that the turning in of arms by the 14 purported EZLN militants is a
demonstration that the zapatistas themselves are regaining confidence in
the state government, and that they wish to end the conflict. Meanwhile,
the President of the CEDH [State Human Rights Commission], Cuauhtemoc Lopez
Sanchez, called the event positive, and he said the Congress of the Union
should approve the Amnesty Law for the Disarmament of Civilian Groups, in
order to strengthen peace in Chiapas.

Excelsior. 115 PERSONS PROTESTING JAIL CONSTRUCTION
DETAINED IN CINTALAPA
The state government reported that 115 persons - members of the Democratic
Revolutionary Party (PRD) and the Civic Front there - were arrested. This
Monday they took over the municipal president's office and detained four
officials, in protest over the construction of a jail there. It added that
the demonstrators refused to negotiate an agreement with officials, and
were dispersed with tear gas. 115 of them were captured by Security
Police. State PRD leader, Gabriel Gutierrez, responded that all those
detained were kept incommunicado for several hours, and they had to make
statements to the legal authorities without assistance from a lawyer.
Meanwhile, the Secretary of Government, Carlos Soto Monzon, said that the
construction of the jail in that municipality would not be halted, and he
called on residents to avoid acts in violation of the law.

Cuarto Poder. DESTRUCTION OF EVANGELICAL TEMPLE DENOUNCED
IN CHAMULA.
The leader of the National Confraternity of Christian and Evangelical
Churches (Confraternice), Esdras Alonso Gonzalez, denounced that hundreds
of traditional Catholics in the community of Tzetelton, municipality of San
Juan Chamula, destroyed an evangelical temple. He added that the
evangelicals fled to the mountain for protection, in fear of being attacked
by the traditionalists.

Excelsior/Cuarto Poder. MONTOYA LIEVANO ASSERTS NICOLAS RUIZ
PRD's DISLOCATED PRI's FROM THEIR LANDS.
In response to the announcement made this Monday by PRD authorities in
Nicolas Ruiz - that they had expelled PRI's who had not carried out
assembly agreements - the state Attorney General, Eduardo Montoya Lievano,
reported that action would be taken against those who violate the state of
law there. He added that he had opened an investigation because it would
appear that PRD activists, headed by the mayor, took possession of 23
parcels of land from the 120 PRI families who they were trying to expel.

Excelsior/El Universal. CONFRONTATION IN OCOSINGO BETWEEN PRI's
AND EZLN SYMPATHIZERS.
The state government reported that pro-zapatista sympathizers in the
community of Nazareth, in Ocosingo, were in a confrontation this Tuesday
with a group of PRI's from the same community, leaving several wounded and
one detained. It explained that the problem arose when the PRI's tried to
liberate two technicians from the State Redistricting Commission who had
been held by zapatista sympathizers, who had accused the officials of
wanting to divide the community. At the end of the confrontation, the
technicians were released, and Moreno Jimenez, the alleged zapatista
leader, was detained.

Excelsior. LABASTIDA SAYS LAW WILL BE RESPECTED IN GUERRERO.
In the midst of protests over alleged election fraud, and hours
away from PRI Rene Juarez Cisneros taking office as governor of Guerrero,
the Secretary of Government, Francisco Labastida Ochoa, warned the EPR and
other armed groups operating in that state that the federal government and
the forces of order are prepared to enforce respect for the law and the
State of Law. He also called on the PRD once more to act within
institutional bodies and to not discredit election processes when they are
not in their favor.
