Hi Alex, Sorry for the late reply. Indeed the 48x48 still has legacy icons we want to phase out gradually, just like */stock. But if we want to treat emblems like regular icons, shipping them with an icon theme, I stand by keeping the same size logic. As for how to do the scaling of emblems in nautilus, take a peek at how Xfce's Thunar does it. I believe it it follows dobey's suggestion to use a quater of the icon area. I also don't think the emblems are readable at icon sizes of 24x24px and lower (Thunar does use them still).
