Sorry for the late reply. Indeed the 48x48 still has legacy icons we
want to phase out gradually, just like */stock. But if we want to treat
emblems like regular icons, shipping them with an icon theme, I stand by
keeping the same size logic.

As for how to do the scaling of emblems in nautilus, take a peek at how
Xfce's Thunar does it. I believe it it follows dobey's suggestion to use
a quater of the icon area. I also don't think the emblems are readable
at icon sizes of 24x24px and lower (Thunar does use them still). If you
think we need them there, we need to provide the tiny resolutions of the
emblems as scaling down to 8x8px doesn't work at all.
