David Bieber, 38, was convicted by a jury in Newcastle Crown Court in England of fatally shooting West Yorkshire Police Constable Ian Broadhurst on Dec. 26, 2003, in Leeds. SCHOOL OFFICIALS, INSURANCE COMPANY IN BATTLE OVER HURRICANE-DAMAGE CLAIMS Hurricane-beleaguered homeowners who think dealing with their own insurance claim was a nightmare don't have anything on the Lee County School District. The district is locked in a battle with its insurer, CJW & Associates, over the estimated $20 million in damage from Hurricane Charley. When the final payout is produced, it is almost certain to come up millions of dollars short of what the district has paid to repair the damage, said facilities director Bill Moore. STATE TRIES TO RE-ESTABLISH SLOW BOAT SPEED ZONES State wildlife officials voted Thursday to begin the process of re-establishing Lee County boat speed zones that were ruled unconstitutional by a circuit judge last year. Members of the Florida Fish and Wildlife Conservation Commission directed their staff to develop a rule proposal that, if approved next year, would restore the former zones. FED OFFICIAL: BUSH TO TAKE ACTION OVER OCEAN REPORT MIAMI � The Bush administration's top man on the environment said Thursday that the president's upcoming response to the U.S. Commission on Ocean Policy would be "action oriented." Under the Oceans Act of 2000, Bush has until Dec. 20 to respond to the Ocean Commission's report, and there has been concern among ocean advocates and scientists that his response would be lackluster.
